M3 Corporation provides training to Government personnel involved with the development of requirements that will be contracted by the Federal Government and teaches these individuals the tools necessary to perform the Federal procurement process.
M3 Corporation is a consultant business primarily focused on teaching classes to Government agency personnel on how to write, award, and administer Federal Government contracts. Steven W. McKinzie founded the company in 1994 when he retired from the U.S. Navy. Since then, M3 Corporation has taught many classes to Government employees through sub-contracts and prime contracts. Mr. McKinzie has also been a Contracting Officer for the Federal Emergency Management Agency (FEMA) and a contracted Quality Assurance Manager for the Federal Transportation Administration (FTA).
